Scope of Work
Swedish Committee for Afghanistan (SCA) has been involved in the Afghan health sector for two decades, engaging in both service delivery and capacity building. Currently, SCA’s health programme includes projects within Mother and Child Health, HIV/Aids and the implementation of the Basic Package of Health Services in Wardak and Paktika provinces which encompasses provision of curative and preventative health services through a network of facilities, such as health posts, sub-centres, basic and comprehensive health centres and hospitals at district level. The programme is implemented in close collaboration with the Ministry of Public Health and includes capacity building measures towards the Provincial Health Department, project staff as well as local communities.

Working in close consultation with the Health Programme Coordinator, to whom s/he reports, the Senior Health Advisor has a central advisory function in designing, strengthening and developing the programme for ensuring long-term outcomes. S/he guides processes related to policy, strategy and methodology, and provides technical support for improved planning, monitoring, reporting and implementation. The role encompasses strategic work on institution and system levels as well as capacity building of key programme staff.

Essential Job Functions

Programme Development
• To provide effective guidance in processes related to development of policy, strategy and methodology
• To build systems and methods for programme development
• To provide technical backstopping towards health projects
• To contribute to strengthening a rights-based approach throughout the programme

Monitoring and Evaluation
• To strengthen systems for effective programme monitoring and evaluation
• To lead internal evaluations, assessments, reviews and case studies
• To partake in minor research
• To participate in monitoring missions
Planning and Reporting
• To develop applications, plans and reports

Capacity building
• To identify training needs among key staff
• To design and facilitate internal training programmes
• To facilitate appropriate linkages with external training and capacity building institutions
• To lead workshops, seminars and exposure visits
• To strengthen capacity and institution building measures towards the Ministry of Public Health

Coordination and advocacy
• To participate in strengthening internal coordination mechanisms
• To actively contribute to developing synergies between SCA programmes
• To represent SCA in external coordination bodies
• To contribute to cooperation and partnership with the Ministry of Public Health
• To promote and advocate for health-related rights
Finance
• To advice and guide the programme in budget planning and follow up
• To enforce the implementation of SCA financial regulations and procedures
General
• To take on other tasks within his/her field of competency, as assigned by the Health Programme Coordinator and the Director of Programmes
• To keep updated with issues related to SCA and the environment where SCA operates
• To promote an attitude of team spirit
• To develop good co-operation with external actors

Entry Requirements

Qualifications:
Masters Degree, or equivalent, in public health or relevant
professional field
Professional profile within health, with an established career in international development

Experience:
Minimum seven years of professional experience on managerial levels
Skills in programme development, including processes related to policy, strategy and design
Solid experience of proposal writing, planning and reporting
Experience of research and quality assurance an asset

Other:
Proficiency in English as professional working language
Previous experience from a post-conflict environment a merit
Excellent communication skills
Ability to work in teams and under stressful conditions
IT literacy, including data management
Knowledge of Dari and/or Pasthu a merit

Contract period: 2 year
