Signing of a protocol between Ministry of Education and Swedish Committee for Afghanistan.

The Islamic Republic of Afghanistan, through its Ministry of Education (MoE) and the Swedish Committee for Afghanistan (SCA) have agreed on a protocol to mutually facilitate good understanding and cooperation in the field of education between MoE and SCA.

SCA has since 1984 supported education in the remote and rural areas of Afghanistan. SCA, according to its statutes and policies, is working for the benefit of the Afghan people, irrespective of gender, race, religion, political and regional affiliation.

The UN Declaration on Human Rights, particularly women's and children's rights, is a guiding principle for the work of SCA. SCA has its own fundraising among the Swedish public and from its members. In addition, SCA is funded mainly by the Swedish Government and the European Union. SCA will annually inform MoE of its budget for the educational programme and the source of funding for the same through its Work plan and Budget (normally ready by December of each year).

The core of SCA’s educational programme is to provide partial support to primary education, namely Community Based Schools, Girls Annexes, Twin Schools and Model Schools, in northern, eastern and south-eastern provinces of Afghanistan. In addition to this, SCA also partially supports a limited number of secondary schools.

The protocol was signed by Minister of Ministry of Education, Noor Mohammad Qarqeen and SCA Secretary General Dr Bengt Kristiansson in Kabul on Wednesday, 22 February 2006.
