Final logistic preparations for the Election

Nisar Ahmad, September 16, 2005

The Kabul Province Electoral Office staff are working hard from early morning at the Ware House Joint Electorial Management Body (JEMB). Everyone is busy with their tasks and trying to arrange and load the trucks to assist the Logistic Unit. The distribution of all the Ballots and the Ballot Boxes demands a big logistic operation to distribute sensitive materials to all Kabul districts.

The ballots and the ballot boxes have been stored in a ware house waiting to be distributed.

Distribution process of Ballots and Ballot Boxes

Each District Field Coordinator (DFC) is to lead a convoy of loaded trucks with the National Police escort to their own districts and then to distribute the materials to their polling centers. JEMB is also distributing special uniform to all staff at the Polling Center.

All the election material for the polling stations out in the different districts are being loaded to trucks.

The ballots were carefully handled in the print stores in the United Kingdom, Austria and Germany with the serial numbers of each ballot paper properly recorded. After printing the ballot papers they were boxed and packed on pallets for transportation to Afghanistan. The production of the ballot boxes are supported and funded by the Canadian Government. Each box of ballot papers contains the exact number of ballots needed for one polling station and each ballot is labeled with the serial numbers of the ballots in the box. The box is opened in the morning of Election Day in the polling station and in the presence of Election Observers.

The District Field Coordinators

The District Field Coordinators are waiting for the convoys to be loaded. The distribution of the Ballots and the Ballot Boxes for the rural districts took place on the 15 September and the distribution to the urban areas will be finalized 16-17 of September.

We asked one of the District Field Coordinators what he thought of the election. "This Parliamentary election is very important for us, because Afghanistan after 30 years is going to practice Parliament which hopefully can link people’s problems and needs to the Government", said Abdul Rehaman, District 1 Field Coordinator.

Abdul Rehaman, (in the middle) is the District 1 Field Coordinator. He and his team of DFC's are waiting for the truck to be loaded so they can acompany the convoy out to the polling stations.
